One has to wonder whether such a decision to look the other way stems from a CIA culture that believes in giving a free pass to their own, or from their lack of desire to learn from their mistakes. Either way, as long as they refuse to learn from their own mistakes, they are bound to repeat them.
As you may recall, President Bush blames CIA for the goof-up on Iraqi WMD -the reason why he says he launched war on Iraq. However, he has soon thereafter awarded George Tenet -the CIA chief under whose watch such a systemic intelligence failure had occured -a medal for excellence in service. Now, his successor Mr. Goss says he is not even going to look into what happened.
Apparently, accountability for one's own action is not a popular concept with the current US administration. Bush Administration's official code of conduct seems to be:
